Strengthening Culture, Governance, and Member Engagement at Missouri REALTORS®

Missouri REALTORS® represents approximately 25,000 REALTORS® across the state of Missouri and serves as the state chapter of the National Association of REALTORS®. The organization advocates for real property rights, provides professional development and risk-management resources, and supports a federation of 31 local associations throughout the state.

As the real estate profession was facing increasing national disruption, through major national regulatory changes and evolving member expectations, Missouri REALTORS® CEO, about two years into her tenure, recognized the need to evaluate its organizational culture, governance structure, leadership systems, and long-term strategic direction. In early 2023, the association engaged Bostrom Consulting to conduct a comprehensive organizational assessment and provide recommendations for future-focused improvement.

The Challenge

Missouri REALTORS® had experienced significant organizational growth over the previous decade, but leaders understood that growth alone would not ensure long-term sustainability. The association sought to modernize operations while honoring its strong traditions and improving the culture for over 400 volunteers.

Several challenges emerged during the assessment process: 

  • Members expressed concerns at listening sessions regarding transparency in leadership appointments and governance processes.  
  • Survey responses revealed that underrepresented member groups felt less welcome and less connected to the organization.  
  • Volunteer structures and committee systems had evolved over time without consistent review, leading to confusion, duplication, and perceptions of bureaucratic hierarchy.  
  • Leaders recognized the need to clarify the association’s mission, values, and strategic priorities in an increasingly complex professional environment.  
  • The organization also wanted to improve alignment between programs, member expectations, and future industry trends.

At the same time, Missouri REALTORS® maintained many significant strengths. Members consistently praised the organization’s advocacy efforts, leadership development programs, legal resources, and professional staff team. The challenge was not fixing a failing organization — it was positioning a successful organization for the future. 

The Approach

Bostrom designed and facilitated a multi-phase organizational and operational assessment process that combined research, stakeholder engagement, strategic planning, and governance analysis. The engagement was intentionally structured as a collaborative initiative involving staff, volunteer leaders, local associations, affiliated organizations, and members across Missouri.

Comprehensive Research & Discovery 

The assessment included: 

  • A full review of governance documents, strategic plans, financial materials, surveys, leadership resources, and member communications.  
  • All-member culture and values survey. 
  • Individual member interviews and confidential discussions with stakeholders.  
  • On-site staff interviews and operational review sessions.  
  • Focus groups with affiliated organizations, multicultural groups, institutes, and specialty organizations.  
  • Ongoing engagement with the Organizational Assessment Advisory Group and Strategic Planning Committee.  

This process allowed Bostrom to identify both operational issues and deeper cultural dynamics impacting trust, engagement, and organizational effectiveness.

Values & Culture Development 

A major component of the engagement focused on helping Missouri REALTORS® define shared organizational values. Through facilitated workshops and follow-up strategy sessions, leaders ultimately identified three core values: 

  • Professionalism  
  • Advocacy  
  • Inclusive Collaboration

Bostrom then worked with leadership to develop recommendations for embedding these values into governance, volunteer recruitment, communications, and member engagement activities.

Governance & Organizational Effectiveness 

The consulting team also conducted a thorough review of governance systems, committee structures, volunteer pathways, bylaws, and leadership appointment processes. Recommendations focused on increasing transparency, improving member education around policy decisions, creating clearer volunteer criteria, and implementing more consistent governance practices across the organization.  

In addition, Bostrom identified opportunities to modernize event strategy, strengthen partnerships with affiliated organizations, and improve systems for routinely measuring member engagement and organizational success.

The Results

The organizational assessment produced a comprehensive roadmap for Missouri REALTORS® to strengthen its culture, governance, and long-term strategic focus, as well as producing a secondary guide for state chapters for alignment and independence 

Organizational Alignment Around Shared Values 

One of the most significant outcomes was leadership alignment around a clear set of organizational values that could guide future decision-making, volunteer development, and member expectations. These values became the foundation for ongoing strategic discussions and cultural initiatives. 

Increased Focus on Mission-Driven Leadership 

The assessment encouraged a shift toward a more mission-driven governance culture — emphasizing organizational priorities over personalities or traditions. Recommendations helped leaders reframe volunteer structures, strategic planning discussions, and committee work around long-term organizational goals.

Improved Transparency & Inclusion 

The project surfaced meaningful conversations around inclusion, volunteer access, and governance transparency. Recommendations addressed barriers to leadership participation, encouraged broader outreach to underrepresented member groups, and proposed more open processes for appointments and policy discussions.

Actionable Governance & Operational Recommendations 

The final report delivered prioritized recommendations related to: 

  • Governance modernization  
  • Bylaws and policy review  
  • Volunteer structure consistency  
  • Leadership recruitment and orientation  
  • Member engagement strategy  
  • Affiliated organization partnerships  
  • Risk management and conduct reporting systems  
  • Staff resource allocation and future staffing needs  

Of note, the plan also provided implementation guidance and suggested ownership responsibilities to help leadership move recommendations into action over time.

Most importantly, the assessment positioned Missouri REALTORS® to proactively address future industry changes while strengthening the member experience and organizational culture for years to come.
